Minister of Presidential and Parliamentary Affairs Davis Katsonga has angered President Bingu wa Mutharika who has since demanded his immediate return to Malawi and hand back the sweetener he collected from Mainland China.

Kastonga is said to have pocketed the "Chinese sweetener" meant for the President for sanctioning diplomatic switch from Taiwan to Beijing, government sources have confided in Nyasa Times.

Sources at State House said Katsonga, a close ally to Mutharika – has not remitted a substantial amount of money running into billions of Kwachas from the Chinese dragons for the Democratic Progressive Party (DPP) 2009 general elections.

"Honourable Katsonga has angered the President [Mutharika] since his return from China where he signed the memorandum of understanding that established the China-Malawi diplomatic relations.

"A fellow cabinet minister [whom cannot be named] tipped Mutharika about the money from China," said the State House source.

The Nation newspaper revealed that Katsonga was on the run saying he left Malawi on January 16 for the United Kingdom through Malawi-Zambia boarder in Mchinji border.

HE is believed to have boarded via Lusaka International Airport the following day.

A Nation newspaper source said government had issued instructions to the Immigration Department not to allow Katsonga to move out of the country through any of the country's borders.

"However, when the message reached Mchinji border, Katsonga had already crossed to Zambia. Then they advised Zambian Police not to let him out of their country. But when the message reached the airport in Lusaka, Katsonga had already boarded a plane," the Nation newspaper reported.

Government has downplayed the Katsonga's exit describing it as a private holiday.

Nyasa Times correspondents who frequently visited Katsonga's residence in South East London could not establish his presence, with neighbours claiming that they had not seen him arriving at the property.

An email inquiry to the London Metropolitan Police to establish if the Malawi government has enlisted their help in tracking down the minister who was once jailed in UK for blackmailing "sex mad, mile-high club" social worker, remained unanswered in the day.

However, an unnamed Interpol official said since Katsonga is a Malawian citizen and wanted by his government, Interpol would not act on the information from the Zambian Police but wait rather for a formal request from the Malawi Police Services.

Some observers say they have warned the President and DPP officials to tread carefully in their pursuit for the fruits of the Chinese chequebook diplomacy as Katsonga can reveal damaging secrets in his defence.

And Mutharika cabinet has since agreed to damage control the matter, according to sources.

Expose this government and please don't send them a dime. That's your money use it wisely. As far as we know it is only katsonga and Chimunthu Banda who went to negotiate with the Chinese. Therefore by deduction it is Chimunthu Banda out of hypocrisy and jealousy who let the cat out of the Bag! So this is the chance Katsonga has been waiting for. My fellow country men if you can recall i once said that this relationship will not benefit malawians but politicians especially these people from the so called rulling party (DPP). My fellow Malawians answer me this question \'what is a rulling party?\'. Lets come back to Katsonga saga How can a senior minister like him leave the country by road? kalipo kalipo azanga.

I agree with Vyaya's comments. However, I just want to know that much as it is very impractical to carry so much cash meant for HE or DPP, it is very easier to negociate for a bank transfer to Katsonga's account. More especially in the event that China would not want to see such tansactions going into the public eye. Remember how Bakili managed to beat the system. Who were the facilitators? Katsonga, Jumbe, Mpasu, Mpinganjira and many others. Nevertheless, there is so much waiting to meet our eyes behind the curtain as Vyaya has put it. Katsonga will return when Bingu is out of office. Even if he returns now and get arrested, what could be the charge like?

This is just showing that no matter how Humble and honest the current cabinet might show,there are still some cheaters and crooks.Who are just playing hide and seek games.They are still some Corrupt Cabinet Ministers in the current Government.
