China has sent a 10-member delegation of technical experts to new diplomatic allies Malawi to assess projects left behind by the Taiwanese government after the country dumped the Taiwanese on Monday.

Beijing ambassador-designate to Malawi, Fan Gwijin, has led the delegation.

Speaking in Lilongwe, Gwijin said his entourage had traveled to Malawi to assess, evaluate and inherit the projects which have been left by the Taiwanese.

"We shall start the projects immediately after our architectsfinish their work and see how much they will cost," he said.

"These projects are the Karonga to Chitipa road (in northern Malawi) and Parliament Buildings (in the capital Lilongwe) which were big projects funded and constructed by Taiwan,"

Beijing ambassador to Malawi designate said. Gwijin who will visit Karonga with his delegation to see the progress of the Chitipa-Karonga road project said China will also assist the county in humanitarian projects, health and agriculture.

Taiwan on Wednesday flew down its national flag at its embassy in Lilongwe and started winding up their activities following diplomatic switch to Communist China, dejected staff at the Area 43 offices told Nyasa Times.

Malawi has given Taiwanese officials 30 days to leave the country after it cut diplomatic ties with the island nation in favour of China.

"We have been given 30 days in which to pack and leave Malawi," Elliot Jiang, spokesperson for the Taiwanese embassy in Lilongwe said.

Jiang said about 40 jobs held by Malawians at the embassy and at its technical mission would be lost immediately.

外交部政務次長楊子葆晚間六時三十分在外交部召開記者會指出，駐馬拉威大使莊訓鎧在台灣時間下午四時四十五分收到馬國政府的外交節略，通知馬國要與中國建交，外交部立即展開因應機制。

在瓜地馬拉陪同總統陳水扁出訪的外交部長黃志芳收到訊息後，立刻與馬國外長班達通電話，「直到最後一分鐘」，台灣還是表達了與馬國合作的誠意，但顯然馬方對此已有看法。

台灣中止與馬拉威的外交關係後，在非洲的邦交國剩下五國，分別是史瓦濟蘭、布吉納法索、聖多美普林西比、甘比亞。全球與台灣有邦交的國家從二十四個減為二十三個。

去年十二月傳出與馬拉威邦交生變的訊息後，當時馬國政府與馬拉威駐台大使馬洛亞都一再向台灣保證，台馬邦誼沒有改變，但黃志芳想去前線力挽邦交，卻遭馬國拒絕，無功而返；今年一月以來，馬國總統府方面跟台灣就「關閉對話的大門」，雙方溝通既不自然也不順暢，黃志芳在立委選前並預告，「不排除中國在總統出訪時使出奧步，打擊政府威信」。

Malawi says it will make sure that the projects sponsored by Taiwan should be completed as planned.

Foreign Affairs Minister, Joyce Banda said this at a news conference which she announced the severance of relations with Taiwan and establishment of formal relation with China.

"Indeed Taiwan was sponsoring some development projects in the country and government will see to it that these are completed as required," said the Minister in response to a journalist question on what would become of projects sponsored by the departed ally.

" But you should also take note that in some of the projects such as the New Parliament Building, Taiwan was only funding part of the project unlike the Karonga Chitipa road," Banda said.

The Foreign Affairs Minister also disclosed that Malawi and China would soon be opening embassies in Lilongwe and Beijing.

Malawi has finally cut diplomatic ties with Taiwan and switched to Mainland China putting to rest speculation that the Chinese were courting the impoverished southern African country and luring them with US$6 billion in aid.

Foreign Affairs Minister Joyce Banda confirmed the switch at a news conference in the capital, Lilongwe.

"The Government of the Republic of Malawi recognizes that there is but one China in the world, the Government of the People's Republic of China is the sole legal government representing the whole of China, and that Taiwan in an inalienable part of China's territory," said Banda.

“The Government of the Republic of Malawi and the Government of the People's Republic of China , in conformity with the interests and desire of the two peoples, have decided to recognize each other and establish diplomatic relations between the two countries at ambassadorial level as from December 28, 2007,” said a joint communiqué by the two countries released by Malawi governmen which Banda quoted.

”The Government of the Republic of Malawi and the Government of the People's Republic of China agree to develop friendly relations and cooperation between the two countries under the principles of mutual respect for sovereignty and territorial integrity, mutual non-aggression, non-interference in each other's internal affairs, equality and mutual benefit and peaceful coexistence,” reads the communiqué.

China said in the statement that it supports Malawi in its efforts to safeguard its state sovereignty and develop its economy.

Meanwhile, Taiwan has regretted the severance of 41 years relations with Malawi.

非洲友邦馬拉威與我國的外交關係最近傳出警訊，再度暴露中共在國際間對我國無所不用其極的打壓，中共外交部長楊潔篪日前被媒體詢及此事時，更以「中國已準備好與全世界所有國家建立雙邊關係」的強硬姿態回應，透露出一些不尋常的訊息，顯示中共未來可能挾其龐大的政經力量，對我友邦國家施以威脅、利誘的外交拉攏新攻勢，殊值我政府與全體國人正視！中共自改革開放累積一定國力後，外交政策也跟著調整，最重要的是將對我國的外交打壓與其外交政策結合。前者被中共歸結為「一個重要準備、兩個一切、三個最大程度」。所謂「一個重要準備」，是加緊進行對台軍事鬥爭佈局的同時，做好因應台灣地位變動的外交準備；「兩個一切」，是整合一切資源鞏固國際社會承認「一個中國」的格局及「我強台弱」的戰略態勢；「三個最大程度」，是最大程度加大對台壓力、最大程度加大對台灣人民拉力、最大程度擠壓台灣國際空間。
後者則為中共決策階界定為「大國是關鍵、周邊是首要、發展中國家是基礎」的外交方針，其中，發展中國家是中共近年積極耕耘的目標。開發中國家之所以在中共外交政策佔據重要地位，除了國家數量龐大，在無論大、小國都是一票的國際組織中，可助中共爭取利益外；另一方面，大多數發展中國家與中共的經濟結構、市場有很強的互補性。因此，也成為中共商品與投資日益重要的標的。
以中共對非洲的外交佈局為例，即是上述外交政策的體現。非洲為我國邦交國主要集中地區之一，亦為中共極早接觸的地區，中共在一九五五年的萬隆會議，便發展與非洲國家外交關係，但早期國力不足，及面對俄羅斯的意識形態競爭，故無太大進展。近年受惠於經濟起飛，開始投注大量資源於此一地區，雖然我國長期以來一直對非洲友邦進行農經援助工作，但中共炒短線式的砸錢，已對我國在此一地區的外交構成威脅，中共企圖以此造成對台「三光」的骨牌效應。
斬斷我國在非洲的外交根基，當然不是中共的唯一目的，中共更大的意圖是取得非洲豐富的原物料，特別是石油。中共即將成為超越美國的最大石油進口國，對石油的需求殷切，中共外交部在其外交白皮書中，即明確提出「經濟外交」的概念，其中最重要的就是開啟「能源外交」。為落實此一目標，中共領導人二○○四年起密集展開令人矚目的「能源之旅」，到非洲及全球各地搶油，如今中國大陸石油需求的三分之一係由非洲進口，成為它全球能源戰略的重要環節。
中共大撒鈔票確實產生一定效果， 二○○六年在北京召開的「中」非高峰會，共有四十八個非洲國家元首出席，超乎歐美國家預期；中共與四十一個非洲國家已訂定貿易最惠國協議，如今已經是僅次於美國和法國，為非洲第三大貿易夥伴，並設下二○一○年前成為非洲最大貿易夥伴的目標。
表面上，中共在非洲的經營頗有斬獲，但事實上，並不如想像中的那般得心應手。中共對非洲的投資，看似幫助非洲國家經濟發展，但如今對這些國家的負作用已經顯現，中共的廉價商品如水銀瀉地般，摧毀了非洲國家的本土產業，並造成本地人的大量失業。如坦桑尼亞唯一一家塑膠拖鞋生產廠OK Plast不得不在中國大陸進口貨的壓力下，將員工從三千人減少至一千人；南非多年來受到保護的紡織業，也因無力面對中共競爭，喪失七萬五千個工作機會，因而引起企業主、工會和媒體聯手大規模的示威抗議。南非總統姆貝基並公開警告要提防中共對非洲的「殖民化」。
更令國際矚目的是中共政治威權與經濟發展結合的所謂「中國模式」，已對西方自由民主資本主義模式構成挑戰，以及中共武器輸出對區域穩定的衝擊等等。西方國家業已發現，非洲國家的獨裁者極為鍾情於「中國模式」，因為這種模式可以維持獨裁政權，但對人權卻是一大戕害。此外，中共在「不干涉內政」原則下，不顧受壓迫者人權及非洲部分國家緊張關係，大量以出口武器換取石油、礦物，不啻是此一地區的最大亂源，而遭受國際間的一致譴責；近一年來，此起彼落抵制北京奧運的呼聲，即肇因於此。
因此，雖然中共以「支票外交」及銀彈攻勢在非洲、拉丁美洲及南太平洋等地，積極擴張外交版圖，但也因為覬覦能源的「掠奪外交」手段過於明顯而逐漸遇到阻礙，如法國前總理巴拉杜即呼籲美、歐組成「西方聯盟」來因應中共崛起；發展中國家受到經濟傷害的民眾對中共也愈來愈反感，頻頻抗議及攻擊中共設施，顯示中共不得人心，這些都是中共國際外交的相對弱點，也是我國反制中共的有利籌碼，我們期待國人能與政府攜手打拚，共同突破中共對我的外交圍堵。

A memorandum of understanding (MoU) signed between the Republic of Malawi and Mainland China paving way for establishment of diplomatic ties forced the Malawi government to reject meeting the visiting Taiwanese Foreign Minister, Nyasa Times has gathered.

Malawi has since shut the door on the Taiwan Foreign Minister James Huang who was expected in the country yesterday [Thursday] afternoon on a mission to rescue the crumbling ties.

He has since cancelled the trip according to a media release from the Central News Agency (CNA) in Malawi and confirmed by Ministry of Foreign Affairs in both countries.

Sources close to the chairperson of the China-Malawi diplomatic establishment - Minister of Presidential and Parliamentary Affairs - Davis Katsonga - say they had 'fruitful discussions' with the Chinese.

"Katsonga who signed the MoU on behalf of the Malawi government described the talks with Beijing as very fruitful and enlightening," said the source on condition of anonymity.

Under the MoU, says our source, China has told Malawi that there is only one China and therefore the 'one-China policy' must apply. Malawi has also been prevented from opening its doors for Taipei's swift moves to prevent switching the 41 year old ties.

Huang is reported to have contacted his counterpart Foreign Minister Joyce Hilda Banda – totally sidelined in the switch negotiations - on his way to Malawi but was told President Bingu wa Mutharika was on holiday and Banda would be out of the country when he arrived.

Malawi government has been challenged to choose between having diplomatic ties with Taiwan or Mainland China.

Taiwan's foreign minister James Huang made the call today at a news conference in Taipei. He urged Malawi to "choose wisely" between Taipei and Beijing.

"China plans to launch a new diplomatic offensive against Taiwan during the Christmas and New Year holidays. China has pledged billions of dollars, but whether China can honour its promises, no one knows," said Huang.

"Our diplomatic allies must make a cautious choice between Taiwan and China," the Taiwan Foreign Minister said.

He said although a promise of US$6 billion in aid by China is a "fictional, even astronomical figure," Taiwan "cannot guarantee 100 percent" the 41 year bilateral ties between Malawi and Taiwan will not shake.

Taiwan Foreign Minister however, said Taipei will not compete with Beijing based on "dollar diplomacy" but that it will be on "high alert".

"Huang said Malawi is an important ally of Taiwan in Africa. He also said China has strategic ambitions to exploit Malawi's natural resources, while Taiwan cares about the improvement of the living standard of the Malawian people," reported Radio Taiwan International.

Malawi President Bingu wa Mutharika has sanctioned severing diplomatic relations with Taiwan in favour of the People’s Republic of China which has established a strong foothold in the southern African countries, cabinet sources have revealed.

Two of Mutharika’s senior cabinet ministers – Minister of Presidential and Parliamentary Affairs, Davis Katsonga and Minister of Energy and Mining, Henry Chimunthu Banda – accompanied by two senior officials from the Foreign Affairs Ministry leave Malawi on Monday 24 December via Bangkok (Thailand) to Beijing (China) to sign a Memorandum of Understanding (MoU) paving way for the full establishment of diplomatic missions between the two countries.

"Malawi is terminating diplomatic relations with the Republic of China (Taiwan). Government through cabinet approval feels it's high time that Malawi recognises one-China policy, after all they are there in Zimbabwe, Zambia, Tanzania and Mozambique who boarders us," said the cabinet source.

Cabinet in 2004 passed a resolution to end relations with Taiwan whose support in Africa has melted to only five in the continent and 24 in the world. But the decision was shelved when Taiwan quickly invited Mutharika to Taipei where he received a windfall of US$1 million plus material support for his Democratic Progressive Party (DPP) named after the Taiwan’s governing party.

我家已經很久沒水了，自從抽水馬達壞掉

被狗吠的人，不一定是賊；
留長鬍子，也不一定是藝術家。
但有了「 偏」見，就會把「人」看「扁」了?

每星期五晚上，小吳都開車送太太到火車站搭車，去探生病的媽媽。
十分鐘後，小吳妹妹所乘的火車就到站。
他接她回家幫忙他們料理家務。
每逢星期日整個程式正好相反。
小吳妹妹的火車開出十分鐘後，他太太才到。
有一晚，他的妹妹剛走，小吳正等著接太太的車，一個站務員慢慢走過來。
他笑容詭異地說 :「先生，你真有辦法。難道你不怕有一天會被她們逮到嗎 ?」

和別人相處時，我們都慣於戴上一副「先入為主 」的眼睛，

砂石車開得有多快，在省道上會讓他們停下來的絕對不是紅綠燈，我看檳榔妹的機會更大，砂石業的利潤很高，砂石車司機為了薪水猛踩油門，為的是什麼？高樓大廈比大比高，一棟一棟接著蓋，砂石從哪裡來？當然是從河裡挖來的，你敢用海沙嗎？但是不見得每個國家都有河砂的，馬拉威就是很好的例子，河裡都是巨大的岩石，沒有砂石可挖是否就判了建築業死刑呢！沒有，替代品多著哩。
在馬拉威的路邊常常可以見到一堆一堆的石頭堆，那些石頭就是鄉下人自行『製作』，準備賣給需要砂石的建築業者，那些砂石得來不易，需要經過多道繁複的手續和體力方可送到建築商手上。就以Asamu爺爺來說好了，Asamu爺爺是個傳統的馬拉威鄉下人，他一輩子的事業就是打石頭，每天早上爺爺帶著工具出門，走到山邊的巨岩旁，用木材開始燃燒加熱巨岩，等到巨岩加熱一段時間之後，石頭容易脆裂，爺爺會抬起另一個大石塊猛力敲擊巨岩，直到巨岩一分為二，成為兩塊大型岩石，這岩石還要再繼續敲碎，一直到岩石碎成排球般的大小，爺爺再一顆顆的把石頭搬運到他的工作室。

爺爺回到工作室，左手戴上他奇怪的破手套，右手拿起他慣用的大鐵鎚，開始他一天漫長的工作，排球石塊敲成棒球大小，棒球大小的再敲成乒乓球大小，他們的石頭可以還有分等級的，乒乓球大小的就可以出售，價格較低，更細更小的彈珠大小需要再敲擊一次，所以價格較高，Asamu爺爺就靠這個工作維持全家的生計，孫子在他旁邊蹦蹦跳跳，絲毫不知道，爺爺辛苦打出來的石頭其實…賣不了多少錢，一台砂石車載滿砂石，爺爺只賺到大約1500元新台幣，而一車的砂石，爺爺大約要打一個多月…。

打石工爺爺的故事在馬拉威繁不勝數，用自己的勞力換來的微薄金錢，除了養家活口之外，幾乎是不可能剩餘用在其他消費上，最近看到油價瘋狂上漲，什麼東西都漲價的情形之下，最可憐的就是那些底層的人民，汽油在馬拉威從1.14美金/公升→上漲到1.36美金/公升，26%的漲幅只能用『嚇人』兩字來表達，從那天起，公車漲價、吃飯漲價、買玉米粉漲價…，打石工爺爺還是在他的工作室打石頭，他開心的打石頭，從來沒有任何怨言，我找他買石頭的時候我完全不殺價，像他們這種賺辛苦錢的人，殺價太缺德了。

派遣各種不同專長的志工到需要他們的地區服務
在我住布吉納法索的時候，和Peace Corps的聯絡並不深，多半只是偶而聊天的外國朋友
但是到了馬拉威，我更加深入瞭解了Peace Corps
Peace Corps的制度就是：把你訓練好，你會照顧自己後，再去照顧別人
他們多半是深入鄉村，融入社區後以一己之力幫助需要幫助的人
志工們過著和當地人相同的生活
他們用火柴生火、用木柴燒熱水洗澡和煮飯
家裡沒電沒水，水要自己挑
如果說Peace Corps志工過的是人間的生活，那們我以前作替代役一定是在天堂
替代役的時候起碼還有水有電，其他的也都沒啥拉！

CCTV真的是無遠弗屆阿！！
我在台灣看得到，我在非洲也看得到，更不用說在大陸或是其他已開發國家了
CCTV有中文臺、有體育臺、還有國際台
姑且不論其政治的意圖
光是內容上我就已經覺得這才是公共電視台
推揚中國文化、傳遞『可能是真的的新聞』給國外僑居人士或是外籍人士（國際台）
再看看我最愛的台灣
台灣天天喊著國際化
讓全世界看到台灣
都是屁拉！！
看電視的族群一定是稍有經濟能力的
這些人也較有機會造訪台灣
但是在這裡我看不到任何的台灣公共媒體
宏觀電視台（在台灣有人聽過嗎？）
這裡也收不到，不過聽說.....OOXX
