〔記者范正祥／台北報導〕權威消息來源透露，前年十二月與中國建交，結束和台灣四十二年邦誼的馬拉威總統莫泰加，近日對周遭人士坦言，馬拉威與中國建交後，獲利未如預期，甚至比不上過去與台灣有邦交時，從台灣獲得的幫助，馬拉威當初與台灣斷交並與中國建交，是錯誤的決定。
中吹牛皮 開出60億美元天價利誘
據了解，我駐外單位已輾轉得知上述情資，並迅速回報國內，不過，雖然莫泰加後悔與台灣斷交，政府高層的態度相當明確：在當前兩岸「外交休兵」下，縱使馬拉威想回頭與台灣「復交」，台灣也不會接受馬拉威。
中國外交部長楊潔篪一月中旬剛結束包括馬拉威在內的非洲四個國家的訪問，並宣示中國不會因全球金融危機而減少對非洲國家的援助。據轉述，莫泰加表達後悔與台灣斷交，「是在最近幾天」，對照時間，應在楊潔篪訪問馬拉威後。

蝙蝠這種動物一般人都鮮少接觸
他們來去自如，在黑夜行動迅速
他們的長相邪惡，甚至可以說噁心

Mainland China has opened its embassy in Malawi after the two countries established diplomatic relations on December 28, 2007 at the expense of Taiwan.
"We have officially established diplomatic relations to serve the common aspirations of the people of the two countries," special envoy to Chinese President Hu Jintao, Zhai Ju said in Lilongwe at the opening ceremony.
"Both China and Malawi are developing and we face the same tasks to develop our economies," added Ju who is also China assistant foreign minister.
The envoy unveiled a plaque at the new embassy offices in Area 12 residential area and raised the Chinese flag to full mask in a ceremony which attracted Malawi cabinet ministers, and the members of the diplomatic community.
Minister of Foreign Affairs, Joyce Banda said Malawi is confident that the agreements in the Memorandum of Understanding (MOU) that the two countries signed will be adhered to.
"We are confident that Malawi and China will endeavour to fulfil commitments in the MOU for the benefit of the people of the two countries," she said.

The Malawi government says it is fast-tracking feasibility studies for the US$6-billion Shire-Zambezi waterway project in order for the construction works for the project to start in 2009 as scheduled.
The Shire-Zambezi waterway project entails the construction of a 238km waterway from Nsanje, Malawi's proposed port of call that will link Malawi to the sea through the port of Beira.
Chief surveyor of vessels in Malawi's marine department Tasiyana Kamanga says the feasibility studies for the project, which are currently focusing on the navigability of the Shire, are so far showing that there is nothing that can bar ships from sailing in the river since the average depth in most places is between eight and nine metres while the width is between 50 m and 60 m.
"It is possible for a 350 horse power vehicle that can carry 30 t or a ship that can carry 400 t to 500 t to sail in the river," says Kamanga.
Malawi's director of planning in the ministry of transport and public works Victor Lungu says after the feasibility studies, the project will move to the implementation stage where by dredging will be carried out in some parts of the two rivers.

"The Taiwanese who were helping in irrigation, farm management and technical operations here have pulled out, effectively paralyzing some of our work," disclosed a senior farm officer at Ndata.
The officer, name withheld, said President Mutharika has been visiting the farm since the Taiwanese started pulling away their resources and put their tools down.
"He [Mutharika] has been here to assess the effect withdraw of the Taiwanese has on the farms," said our source.

"We have been told that the hospital will have to scale down on the number of patients' intake from the district hospitals because the Taiwanese specialist doctors who operate most of the medical equipment are leaving one by one.
"We haven't been communicated to by the Ministry [of Health] as to what will happen when they [Taiwanese] finally leave," said a source from the hospital's administration.
Taiwan, in 2001 funded the construction of the only regional referral hospital in the northern region, Mzuzu Central Hospital.
The medical facility also operates an HIV/AIDS program in Mzuzu City that includes a therapeutic follow-up, which relies on a monitoring electronic system developed by the Taiwanese.

台灣付出 馬拉威人民知道【2008/01/17 聯合報】

我第一個認識的非洲國家是馬拉威；我開始對非洲發生興趣，是首次收到貼有馬拉威郵票的來信。
在美國讀書時，在非洲政治的課程中，我學習到在班達總統時代，馬拉威不顧大多數非洲國家的反對，始終和施行種族隔離政策的南非保持友好的關係。或許因此讓馬拉威在我國退出聯合國、與美斷交後邦交國銳減的一九八○年代，與我保持外交關係，成為當時台灣在非洲僅有的三個邦交國之一。
個人十多年前返台工作後，察覺國內非洲研究出現斷層，乃義不容辭地投身進入這個領域的教學、研究與實地訪談、觀察。基於這些背景，當馬拉威和中國建交的消息證實後，個人遲遲無法釋懷。
中華民國在一九六○年代中期與馬拉威建交後不久，就透過農耕隊進行各項技術援助。九○年代增派醫療團。近年來更提供獎學金，讓馬拉威優秀學生及公務人員來台灣讀書。台灣民間對馬拉威的協助也令人感動。許多志工醫療服務團將馬拉威做為服務的對象，長老會大安教會也視「馬拉威是咱的兄弟」，積極推動宣教及援助工作。然而馬拉威最終還是選擇與北京建交，嚴重傷害雙方人民的情感。
與北京建交應是莫泰加總統所主導，因為資訊顯示，外長班達根本在狀況外。莫泰加去年九月還來過台北參加「台非進步夥伴論壇」，也支持我國入聯申請，為何短短三個多月就做出政治轉向？或許這和前任總統、也是反對黨聯合民主陣線（ＵＤＦ）領導人莫魯士有意在明年參加總統大選有關。
五年多前，莫魯士企圖修憲延長任期未果後，提拔了看似沒有政治實力、較易操控的莫泰加為繼承人，以便下台後仍能操控。沒想到莫泰加當選總統後不但展現了獨立的政治路線，更企圖清查莫魯士任內的貪腐事蹟。在當時執政黨ＵＤＦ欲開除莫泰加黨籍之前，他選擇退出ＵＤＦ，另外成立民主進步黨（ＤＰＰ），進行少數執政。如今莫魯士預備捲土重來，對他形成嚴峻的挑戰，在亟需競選經費或建設政績下，莫泰加選擇和中國建交，讓台灣與馬拉威的邦誼，成了其內部政黨競爭的祭品。
值得欣慰的是在一月二日該國廣播叩應節目討論是否應該和中國建交時，撥進電話表達意見的四十三位馬國民眾中，僅有五位贊成，其餘大部份聽眾希望政府不要為北京所誘惑，並提醒政府台灣在過去提供馬拉威包括金錢、技術及基礎建設方面的各項援助，特別是台灣在姆祖祖所蓋的醫院。
我第一個認識的非洲國家是馬拉威；我開始對非洲發生興趣，是首次收到貼有馬拉威郵票的來信。
在美國讀書時，在非洲政治的課程中，我學習到在班達總統時代，馬拉威不顧大多數非洲國家的反對，始終和施行種族隔離政策的南非保持友好的關係。或許因此讓馬拉威在我國退出聯合國、與美斷交後邦交國銳減的一九八○年代，與我保持外交關係，成為當時台灣在非洲僅有的三個邦交國之一。
個人十多年前返台工作後，察覺國內非洲研究出現斷層，乃義不容辭地投身進入這個領域的教學、研究與實地訪談、觀察。基於這些背景，當馬拉威和中國建交的消息證實後，個人遲遲無法釋懷。
中華民國在一九六○年代中期與馬拉威建交後不久，就透過農耕隊進行各項技術援助。九○年代增派醫療團。近年來更提供獎學金，讓馬拉威優秀學生及公務人員來台灣讀書。台灣民間對馬拉威的協助也令人感動。許多志工醫療服務團將馬拉威做為服務的對象，長老會大安教會也視「馬拉威是咱的兄弟」，積極推動宣教及援助工作。然而馬拉威最終還是選擇與北京建交，嚴重傷害雙方人民的情感。

CCBC教會為台灣人祝福禱告
今天的教會是不一樣的
新來的朋友很多，舊有的弟兄姊妹人數也大爆炸
最特別的是我的心情
就好比是參加自己的畢業典禮
但是眾弟兄姊妹們並不清楚我們真得要離開了
甚至有不少弟兄姊妹們在會後跑來問我到底發生了什麼事情
起碼我還發現一點，我們的國旗依然高掛在教會的牆壁上
唱著詩歌頌揚我的主
聽著牧師講道我卻時時不專心
牧師的眼光一直向我射來
神一定是知道我們的需要
牧師在講道結束後請台灣人出列
以教會的力量為我們按手祝福
我牽著身旁的蔡KITTY

China delegation in Malawi to assess projetcs
China has sent a 10-member delegation of technical experts to new diplomatic allies Malawi to assess projects left behind by the Taiwanese government after the country dumped the Taiwanese on Monday.
Beijing ambassador-designate to Malawi, Fan Gwijin, has led the delegation.
Speaking in Lilongwe, Gwijin said his entourage had traveled to Malawi to assess, evaluate and inherit the projects which have been left by the Taiwanese.
"We shall start the projects immediately after our architectsfinish their work and see how much they will cost," he said.
"These projects are the Karonga to Chitipa road (in northern Malawi) and Parliament Buildings (in the capital Lilongwe) which were big projects funded and constructed by Taiwan,"
Beijing ambassador to Malawi designate said. Gwijin who will visit Karonga with his delegation to see the progress of the Chitipa-Karonga road project said China will also assist the county in humanitarian projects, health and agriculture.

（中央社記者李佳霏台北十四日電）中華民國（台灣）外交部今天鄭重聲明，馬拉威政府在中國威脅利誘下，決定與中國建交，中華民國（台灣）政府對此至表遺憾。為維護國家尊嚴、主權及人民福祉，中華民國（台灣）決定自即日起中止與馬拉威外交關係，並停止一切援助計畫。
外交部政務次長楊子葆晚間六時三十分在外交部召開記者會指出，駐馬拉威大使莊訓鎧在台灣時間下午四時四十五分收到馬國政府的外交節略，通知馬國要與中國建交，外交部立即展開因應機制。
在瓜地馬拉陪同總統陳水扁出訪的外交部長黃志芳收到訊息後，立刻與馬國外長班達通電話，「直到最後一分鐘」，台灣還是表達了與馬國合作的誠意，但顯然馬方對此已有看法。
台灣中止與馬拉威的外交關係後，在非洲的邦交國剩下五國，分別是史瓦濟蘭、布吉納法索、聖多美普林西比、甘比亞。全球與台灣有邦交的國家從二十四個減為二十三個。
去年十二月傳出與馬拉威邦交生變的訊息後，當時馬國政府與馬拉威駐台大使馬洛亞都一再向台灣保證，台馬邦誼沒有改變，但黃志芳想去前線力挽邦交，卻遭馬國拒絕，無功而返；今年一月以來，馬國總統府方面跟台灣就「關閉對話的大門」，雙方溝通既不自然也不順暢，黃志芳在立委選前並預告，「不排除中國在總統出訪時使出奧步，打擊政府威信」。

Malawi says it will make sure that the projects sponsored by Taiwan should be completed as planned.
Foreign Affairs Minister, Joyce Banda said this at a news conference which she announced the severance of relations with Taiwan and establishment of formal relation with China.
"Indeed Taiwan was sponsoring some development projects in the country and government will see to it that these are completed as required," said the Minister in response to a journalist question on what would become of projects sponsored by the departed ally.
" But you should also take note that in some of the projects such as the New Parliament Building, Taiwan was only funding part of the project unlike the Karonga Chitipa road," Banda said.
The Foreign Affairs Minister also disclosed that Malawi and China would soon be opening embassies in Lilongwe and Beijing.
